• Law 7 of 1991: Foreign Trade Framework Law.
  Article 21, Creates the Foreign Trade Bank.
• Decree 2505 of 1991: Regulates the transformation of the Export Promotion Fund PROCOLOMBIA into the Foreign Trade Bank - Bancoldex. It also defines its legal nature and functions and orders it to constitute a trust or autonomous patrimony for the purpose of promoting exports.
• Public Deed No. 1497 of October 31, 1992 of the Fourth Notary Office of Cartagena.
  Incorporates the company Fiduciaria de Comercio Exterior S.A. also known as Fiducoldex.
• Decree 663 of 1993: Organic Statute of the Financial System.
  Part Ten, Chapter XI
• Updates the organic statute of the financial system and modifies its title and numbering. Articles 279 to 285 contemplate the provisions of Bancoldex contained in Decree 2505 of 1991.
• Public Deed No. 8851 of November 5, 1992 of the First Notary Office of Bogota.
  Mercantile Trust Agreement entered into between Banco de Comercio Exterior - Bancoldex, on behalf of the Nation, and Fiduciaria de Comercio Exterior - Fiducoldex S.A. Through this agreement the trust or autonomous patrimony for the promotion of exports PROCOLOMBIA is constituted.
• Decree 210 of 2003
  Chapter IV, Articles 33 and 34
• Determines the objectives and organizational structure of the Ministry of Commerce, Industry and Tourism. Articles 33 and 34 define the nature of PROCOLOMBIA and the composition of the Advisory Board.
• Decree 2788 of 2004
  By means of this decree, Laws 7 and 9 of 1991 are partially developed in order to determine that the export promotion activity includes the promotion and facilitation of foreign investment in Colombia.
• Decree 1074 of May 26, 2015
  Sole Regulatory Decree of the Commerce, Industry and Tourism Sector.
• Article 1.2.2.2.5. Trust - Procolombia. Non-financial export promotion agency through the constitution of an autonomous patrimony trust.
